With over 16 years of experience as an ACHD Commissioner, including three terms as Commission President, Rebecca has consistently demonstrated her ability to lead effectively, manage complex budgets, and ensure the efficient planning and maintenance of Ada County's 2,400 miles of roadways. Her experience overseeing budgets that exceed $130 million annually while maintaining the highest standards for infrastructure and transportation systems speaks volumes about her qualifications.

Rebecca's professional background as an attorney, a Certified Public Accountant, and real estate expert uniquely position her to understand the legal, financial, and logistical challenges of managing Ada County’s public rights-of-way. This allows her to make well-informed, strategic decisions while prioritizing taxpayer funds and benefiting the community.

Recognized for her collaborative approach, Rebecca has worked closely with elected officials, governmental agencies, and community members, —ensuring that all voices are heard —in ACHD decisions. Her ability to listen, analyze, and act decisively has earned her the title of "Commissioner of the Year" from the Idaho Association of Highway Districts in 2014, as well as a spot on the Idaho Business Review’s “Women of the Year” in 2006.

Beyond her work with ACHD, Rebecca is a dedicated community member, volunteering with organizations such as the Ada County Boys & Girls Club, Susan G. Komen Breast Cancer Foundation, and the Idaho Volunteer Lawyers Program. Her extensive service underscores her commitment to improving the lives of Ada County residents.

  • Thirty-Four years as an Attorney; ACHD Commissioner (16 years); realtor (currently inactive) and former Certified Public Accountant.
  • Experience in accounting; law; business; budget planning, implementation and oversight (including ACHD’s budgets which have exceeded $130 Million); infrastructure planning, construction and maintenance; collaboration with elected officials and governmental agencies; transportation planning; resource and personnel management; and strategic legislative changes.
  • Experience in commercial and residential real estate and real estate law, including land acquisition and sales; price negotiations and valuations; land entitlements; residential subdivision development, pricing, and sales; construction and installation of site improvements for residential and commercial developments; shopping center development and construction; and strategic planning with clients.
  • ACHD Commissioner (including Commission President for 3 years). Chosen "Commissioner of the Year" by the Idaho Association of Highway Districts in 2014.
  • Board Member of the Idaho Association of Highway Districts (including 2 years as President)

Ada County City Emergency Management Council – Jan 2005 to Feb 2013 & 2019, served as an executive committee member making policy decisions and administering emergency preparedness funds, including funding from Department of Homeland Security
